Decodo advertises 99.92% success, offers a 3-day trial and scores 4.2 on Trustpilot. Oxylabs advertises 99.95% with documented sticky sessions up to 1,440 minutes. Proxy-Seller advertises 99.5% and about 0.35 s response.”}}, {“@type”: “Question”, “name”: “Are advertised proxy success rates accurate?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “They’re the provider’s own figures, and the pricing pages read for this article don’t show how they’re measured. Your result depends on your target, request rate and retries. Treat 99.4% to 99.95% as a marketing range and measure your own rate with a 50-request test on a trial or a small plan.”}}, {“@type”: “Question”, “name”: “How do I measure my proxy success rate?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “Send a fixed number of requests, such as 50, to your real target through the proxy and count the ones that return status 200. The script in this article does that in 13 lines of Python. Run it before and after each change to rotation, location or request speed.”}}, {“@type”: “Question”, “name”: “Is per-request rotation always better?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “No. Per-request rotation suits logged-out scraping. Anything with a login, cart or multi-step form needs a sticky session, or the site sees one visitor jumping between IPs. Oxylabs documents sticky sessions up to 1,440 minutes and IPRoyal lists up to 7 days.”}}, {“@type”: “Question”, “name”: “Why are some Trustpilot scores withheld?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “Trustpilot shows no score for IPRoyal, DataImpulse and Evomi, saying the rating is unavailable due to a breach of its guidelines, and notes it removed fake reviews. The reviews themselves are still visible. A withheld score isn’t proof the service is bad, but it’s a reason to lean on a trial.”}}, {“@type”: “Question”, “name”: “Which rotating proxy is cheapest?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “Evomi lists $0.49 per GB on a 100 GB monthly plan, and DataImpulse $1 per GB with no subscription. Remember that failed requests usually still use bandwidth, so divide the price per GB by your measured success rate to compare the real cost per successful page.”}}, {“@type”: “Question”, “name”: “Do rotating proxies need sticky sessions?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “Only for flows that must keep one IP. Most rotating plans offer both: a new IP per request, or the same IP for a set time. Decodo lists sticky sessions from minutes to days, and Proxy-Seller offers session TTL controls on all plans.”}}, {“@type”: “Question”, “name”: “Which provider has the best reviews?”, “acceptedAnswer”: {“@type”: “Answer”, “text”: “Bright Data, with 4.3 on Trustpilot from 1,034 reviews and 9% one-star, followed by Decodo with 4.2 from 2,113. Users frequently praise support at both. Bright Data ranks lower here because its pricing page publishes no success rate to compare.”}}]} 7 Best Rotating Proxies for a High Success Rate in 2026 (Advertised Rates and User Reviews)

A warning before you shop by success rate: the 99.9% on a pricing page is the provider’s own figure, and none of the pages I read shows the test behind it. Three of the seven providers here have their Trustpilot scores withheld for guideline breaches. So this list of the best rotating proxies weighs the advertised number against rotation control, price and what users report in public. ProxyAdvice earns a commission on some links here at no extra cost to you.

  • Advertised rates cluster at 99.4% to 99.95%. The gap between providers is smaller than the gap between any provider’s number and what your own target allows. Test it yourself.
  • Reviews tell a different story. Bright Data and Decodo score 4.3 and 4.2 on Trustpilot, while IPRoyal, DataImpulse and Evomi have their scores withheld for guideline breaches.
  • Rotation control lifts success more than pool size. Per-request rotation for scraping, sticky sessions for logins, and a retry on a new IP for every failure.

What makes rotating proxies good for a high success rate?

A rotating proxy gives your requests a new IP per request or on a timer, so no single address hits a site’s limits. High success comes from three things: clean IPs, rotation you can control, and enough pool in the location you target. The best-for map: Decodo overall, Oxylabs for scale, Proxy-Seller for speed, DataImpulse on a budget and IPRoyal for long sessions.

A success rate is the share of requests that come back with the page you wanted. Providers publish their own averages, measured across their own traffic. Your number depends on your target, your request rate, your headers and your retries, which is why two buyers of the same plan can see very different results. Our article on proxy speed claims explains what these figures can and can’t tell you.

That’s why this ranking adds a second source: Trustpilot. Reviews are self-selected and can be gamed, and Trustpilot itself says it removed fake reviews for several of these companies. But recurring complaints, such as dropped sessions or blocked IPs, are a useful check on a pricing-page number.

Need residential IPs for a specific job rather than rotation in general? See the best residential proxies ranking, or the best datacenter proxies if your targets don’t block cloud IPs.

Short version: Decodo to start, Oxylabs to scale, DataImpulse to save.

Why these five rotating proxy picks?

Each one wins on a different angle that affects success: a testable rate, documented sessions, speed, price per retry or session length. Scores weight the advertised rate at 30%, rotation control and price at 20% each, and the Trustpilot record and pool at 15% each.

  • Best overall: Decodo: 99.92% advertised, a 3-day trial to check it, and 4.2 on Trustpilot from 2,113 reviews with 98% of negative reviews answered.
  • Best for scale: Oxylabs: 99.95% advertised, a new IP per request by default, unlimited concurrent sessions and sticky IPs up to 1,440 minutes.
  • Fastest response: Proxy-Seller: About 0.35 s advertised response and 99.5% success, with rotation by time or request and unlimited sessions.
  • Best budget: DataImpulse: 99.51% advertised at $1 per GB, so the bandwidth spent on retries stays cheap. Its Trustpilot score is withheld, though.
  • Longest sessions: IPRoyal: Rotation per request or one IP for up to 7 days, plus a manual IP switch from the dashboard or API.

How do you get a high success rate from rotating proxies?

Measure your own rate first, then fix the settings that move it most. The script below sends 50 requests to your target through one proxy and prints the share that came back with status 200. It was run on October 30, 2026 against local test proxies.

  1. Measure a baselineRun the script with your proxy and your real target. 50 requests is enough to see a pattern without burning much traffic.
  2. Match the rotation to the jobPer-request rotation for logged-out scraping; a sticky session for anything with a login, cart or multi-step flow.
  3. Match the locationTarget the country the site expects. A US store often treats foreign IPs differently, and targeting is free at Decodo, Oxylabs and Bright Data.
  4. Slow down per targetSpread requests across time and IPs. A burst of parallel requests to one site fails more often than the same requests spread out.
  5. Retry on a new IPOn a timeout, 403 or 429, retry through a different IP. Don’t retry a 404; the page isn’t there.
  6. Measure againRun the script after each change. Keep the change only if the share of 200s goes up.
import requests

PROXY = "http://USERNAME:PASSWORD@HOST:PORT"
URL = "https://YOUR-TARGET.example/"

ok = 0
for _ in range(50):
    try:
        r = requests.get(URL, proxies={"http": PROXY, "https": PROXY}, timeout=15)
        ok += r.status_code == 200
    except requests.RequestException:
        pass
print(f"{ok}/50 succeeded ({ok * 2}%)")

For retry and rotation code in Python, see our guide on how to rotate proxies in Python. Browser jobs need sticky sessions per context, as covered in our Best Proxies for Puppeteer and Playwright ranking.

The pricing trick most buyers miss
Failed requests usually still use bandwidth, and you pay for it per GB. A provider at $1 per GB with a lower success rate can cost less per successful page than one at $6 with a higher rate. Divide price per GB by your measured success rate to compare.

Before you wire a new pool into production, you can also test your proxies with GoToProxy.

Measure, change one setting, measure again.

Which are the best rotating proxies for a high success rate in 2026?

Decodo wins because it pairs a 99.92% advertised success rate and under 0.5 s response with the strongest public review record of the fast providers: 4.2 on Trustpilot from 2,113 reviews. Rotation runs per request or on a timer, and sticky sessions last minutes to days. Weakness: reviewers report sticky sessions that drop.

On Trustpilot, users frequently praise support by name, and Decodo answered 98% of negative reviews, typically within a week. The complaints that recur are the ones that matter for success rates: sticky residential sessions dropping unexpectedly, some proxies blocked, and in one case static residential IPs flagged as datacenter addresses. One billing complaint covers an ISP upgrade charged at full price.

You can test the advertised figure yourself before paying. The FAQ describes a 3-day trial with 100MB, and eligible subscriptions get a 14-day money-back. Plans start at 3 GB for $11.25 and drop to $2.75 per GB at 100 GB and $2 at 1,000 GB; pay as you go is $4.

Targeting is included down to city, ZIP and ASN, and the pool is 115M+ IPs in 195+ countries. Matching location to your target is one of the cheapest ways to lift success, and here it costs nothing extra. Authentication is by username and password or IP whitelisting.

Oxylabs advertises the highest success rate here, 99.95%, with 175M+ IPs, unlimited concurrent sessions and a new IP per request by default. Its session docs hold an IP up to 1,440 minutes. Trustpilot gives it 3.9 from 773 reviews. The weak spot for small buyers is price: $6 per GB up to 5 GB.

The consensus on Trustpilot is split along a clear line. 83% of reviews are five stars, and positive reviewers often describe patient, knowledgeable support and stable IPs. The 12% one-star reviews cite billing on the top-up model, account suspensions and identity checks, slow ticket closing, and blacklisted IPs on some plans. Oxylabs replied to 92% of negative reviews.

For success rates, rotation control is where Oxylabs is strongest. Each request gets a new IP at pr.oxylabs.io:7777 by default. Adding sessid to the username holds an IP for 10 minutes by default, or until 60 seconds of inactivity, and sesstime stretches that to 1,440 minutes. Free targeting covers country, city, ZIP, coordinates and ASN.

Price falls with volume: $5 per GB up to 20 GB, $4 up to 125 GB and $2.50 from 1,000 GB. A $5 welcome credit stands in for a trial. The page lists both 0.41 s and 0.6 s response in different sections.

Key facts
  • 99.95% success; 0.41 s and 0.6 s response both listed
  • New IP per request by default; sticky up to 1,440 min
  • Unlimited concurrent sessions; 175M+ IPs

Proxy-Seller advertises 99.5% success and the fastest response in this list, about 0.35 s, with rotation by time or by request, session TTL controls and unlimited concurrent sessions. The Test plan costs $3.50 per GB. The catches: traffic expires after 30 days, and its Trustpilot page wouldn’t load when I checked, so I can’t report its community record.

Fast responses help success rates indirectly: fewer timeouts means fewer requests you count as failed. The page lists HTTP, HTTPS and SOCKS5, and says SOCKS5 can carry UDP and QUIC with a UDP-capable client. Username and password or IP allowlisting are both supported.

Volume plans start from $1.45 per GB and Enterprise from $0.3 per GB, both custom-sized and valid 30 days. Buy for the month you’ll run. The FAQ allows a replacement or refund within 24 hours of purchase, and code GOTO15OFF takes a discount at checkout.

The pool is the smallest of the fast providers, 47M+ IPs in 220+ locations, with country, state, city and ISP targeting. For one site at a time that’s rarely the limit; for wide geo coverage, Oxylabs or Decodo list more. The page says it works natively with Scrapy, Puppeteer, Playwright and Selenium.

$1/GB

DataImpulse advertises 99.51% success at $1 per GB, and its gigabytes never expire. For the price, that’s the best advertised rate here. The warning signs are in public: Trustpilot withholds its score for a guideline breach and says it removed fake reviews, and 20% of its 279 reviews are one-star. Its headline response is about 1 s.

Visit DataImpulse ↗
DataImpulse dashboard screenshot
dataimpulse.com

Users frequently report good value and proxies that work as expected, and some say they’ve restocked several times. The recurring complaints: data used up faster than expected, account lockouts from 2FA, a suspension after unauthorized traffic drained a balance, and proxies increasingly flagged on some sites. DataImpulse replies to many reviews and points people to its support email.

On the product side, sticky and rotating sessions are both offered, though no sticky duration is given. Country targeting is free; city, ASN and ZIP cost extra. The pool is 90M+ IPs in 195+ countries, with HTTP(S) and SOCKS5, login or IP authorization, and a 7-day refund.

Plans are simple: Intro gives new customers 5 GB for $5, Basic is $50 for 50 GB, and Advanced lowers the rate to $0.80 per GB at 1 TB. Because a failed request still costs bandwidth, a cheap GB softens the cost of the retries you’ll run.

IPRoyal rotates on every request or holds one IP for up to 7 days, the longest stated session here, and lists 99.4% success, about 0.5 s response and unlimited concurrent sessions. Traffic never expires. But Trustpilot withholds its score for a guideline breach, 19% of 2,755 reviews are one-star, and 1 GB costs $7.

The community picture is mixed. Positive reviewers describe responsive support that helped them find IPs for a specific job. The complaints that recur are refund denials under 24 or 72 hour windows or a 100 MB usage rule, blocked or flagged IPs, wrong locations, slow or repetitive support, and unexpected renewals. IPRoyal replies to most reviews, often with templated messages.

For success rates, the manual IP switch is a practical extra: the page says you can change IPs with one click in the dashboard or through the API. When one IP gets blocked mid-session, you can swap it without restarting your job.

Prices fall fast after the first gigabyte: $5.95 at 2 GB and $5.25 at 10 GB on subscription, $1.75 from 10 TB, with pay as you go about 5% higher. The pool is 64M+ IPs in 195+ countries, with country, state and city targeting and Puppeteer and Playwright guides.

Verdict: Best for jobs that mix rotation with week-long sessions; not ideal for a small, cheap first test. Read the full IPRoyal review →

Bright Data has the best public review record here, 4.3 on Trustpilot from 1,034 reviews, and the largest pool, 400M+ IPs with city, state and ZIP targeting included. It ranks sixth because its residential pricing page publishes no success rate or response time to compare. Pay as you go is $4 per GB under a 3-month promo, $8 at list.

Users frequently report fast, knowledgeable support and reliable proxies with clear APIs. The recurring complaints: an AI bot in front of the ticket queue that delays reaching a human, residential access requests rejected during compliance checks, occasional downtime, and minimum costs that feel steep for small users. Bright Data replied to 77% of negative reviews.

That compliance step is worth knowing before you plan a rotating job: some reviewers say their use case was blocked. Allow time for it before a deadline, and describe your use case plainly when asked.

Code RESIGB50 gives 50% off for 3 months. Monthly plans start at $499 for 141 GB, and drop to $3 per GB on the $999 and $1,999 plans under the promo. The page lists Extended Session Control and SOCKS5, a free trial without a stated length, and a first-deposit match of up to $500.

Evomi lists the lowest residential price here, $0.49 per GB on a 100 GB monthly plan, with unlimited concurrent sessions on its rotating pools. For a high success rate, though, it gives the least to go on: no published success rate or speed, a Trustpilot score withheld for a guideline breach, and 31% one-star reviews.

The 74 Trustpilot reviews are a small sample, and Trustpilot says it removed fake ones. Positive reviewers describe fast, stable proxies and simple setup. The complaints that recur: support that didn’t answer, refunds refused, trials smaller than expected, proxies sold as residential that looked like datacenter IPs, and ASN targeting that raised the real cost. No company replies were visible.

On paper the price is hard to beat. Pay as you go runs from $0.99 per GB at 15 GB to $0.79 from 1,000 GB, with no expiry, and Premium Residential costs $3.98 per GB pay as you go. Country, city, region and ISP targeting are free.

The free trial converts to $49 a month unless you cancel, and the refund window of 30 days is capped at 10% of your data or 1 GB. Test your own success rate during the trial, because the page won’t give you one.

Which rotating proxy fits your job?

If I had to pick one for a brand-new buyer with a $20 budget, it would be Decodo: the 3-day trial lets you measure your own success rate for free, and the 3 GB plan at $11.25 fits the rest of the budget. For other jobs, these four cover most buyers.

🧪
Test before you pay
Decodo’s 3-day trial with 100MB, or DataImpulse’s 5 GB for $5. Run the 50-request check on your real target first.
🏭
High volume, many threads
Oxylabs, with unlimited concurrent sessions and $2.50 per GB from 1,000 GB.
⚡
Speed-sensitive jobs
Proxy-Seller’s advertised 0.35 s response, with rotation by time or by request.
🔐
Rotation plus logins
IPRoyal’s sticky sessions of up to 7 days, or Oxylabs’ 1,440 minutes, for flows that must keep one IP.

Rotating proxies and success rates: your questions

On the pages read on October 30, 2026, Decodo, Oxylabs and Proxy-Seller. Decodo advertises 99.92% success, offers a 3-day trial and scores 4.2 on Trustpilot. Oxylabs advertises 99.95% with documented sticky sessions up to 1,440 minutes. Proxy-Seller advertises 99.5% and about 0.35 s response.
They’re the provider’s own figures, and the pricing pages read for this article don’t show how they’re measured. Your result depends on your target, request rate and retries. Treat 99.4% to 99.95% as a marketing range and measure your own rate with a 50-request test on a trial or a small plan.
Send a fixed number of requests, such as 50, to your real target through the proxy and count the ones that return status 200. The script in this article does that in 13 lines of Python. Run it before and after each change to rotation, location or request speed.
No. Per-request rotation suits logged-out scraping. Anything with a login, cart or multi-step form needs a sticky session, or the site sees one visitor jumping between IPs. Oxylabs documents sticky sessions up to 1,440 minutes and IPRoyal lists up to 7 days.
Trustpilot shows no score for IPRoyal, DataImpulse and Evomi, saying the rating is unavailable due to a breach of its guidelines, and notes it removed fake reviews. The reviews themselves are still visible. A withheld score isn’t proof the service is bad, but it’s a reason to lean on a trial.
Evomi lists $0.49 per GB on a 100 GB monthly plan, and DataImpulse $1 per GB with no subscription. Remember that failed requests usually still use bandwidth, so divide the price per GB by your measured success rate to compare the real cost per successful page.
Only for flows that must keep one IP. Most rotating plans offer both: a new IP per request, or the same IP for a set time. Decodo lists sticky sessions from minutes to days, and Proxy-Seller offers session TTL controls on all plans.
Bright Data, with 4.3 on Trustpilot from 1,034 reviews and 9% one-star, followed by Decodo with 4.2 from 2,113. Users frequently praise support at both. Bright Data ranks lower here because its pricing page publishes no success rate to compare.

How we compared
Last verified: October 30, 2026 · ProxyAdvice · affiliate links marked ↗ may earn a commission

I read each provider’s residential page and its Trustpilot page on October 30, 2026, plus Oxylabs’ session control docs. Proxy-Seller’s Trustpilot page returned an error and got a neutral community sub-score. Scores weight the advertised success and response at 30%, rotation control and price per GB at 20% each, and the Trustpilot record and pool and targeting at 15% each. Review themes are what reviewers report, not findings of this site. Nobody here ran a benchmark. Compare with independent proxy ratings on ProxyRates, or see all proxy rankings. Scores are our editorial rating built from published prices, features and terms. They are not lab measurements.
